What is considered Supplementary Reinforcement for anchorage design in reinforced concrete pedestal

If I have a pedestal that is 24"x24" with (16)-#6 vertical rebar & #3@8'o.c., would both the vertical rebar & ties be considered as Supplementary Reinforcement?

The code mentions the use of stirrups (See ACI 318-19 Section 17.7.2.5.1). How would stirrups be considered for a pedestal? I would think only ties would be used for pedestals.

You need to get a development length of the stirrup which is difficult in a pedestal. I always recommend Design of anchor reinforcement in concrete pedestals by Widianto, Patel and Owen as a reference. You can find it online. Below is an except. Are you talking about anchor reinforcement or supplementary reinforcement?

Supplementary reinforcement should generally look like the layout of anchor reinforcement, but they do not need to be developed.

I've taken supplementary reinforcement in your case as being the ties, which also need to be restrained by something. So rarely is there supplementary bar in a pedestal
