It's basically any additional metal on surface of the flange that you need to increase the depth of the flange in one particular section.

In that instance I would have said they were both raised faces as that is part of the flange design.
Whoever is calling it a "boss" is incorrect IMHO. The dimension of the blind flange and the RF part is specified in B16.5
A "boss" is normally something extra to the basic flange or fitting.
