is there a rule of thumb that should be used for specifying the amount of weld to be called out on prints Steel and Aluminum? Especially for skip welds or intermittent welds, what percentage of 300mm be weld if it is supporting 100 lbs?
 
No. You should determine the minimum weld size and spacing based on load distribution calculations. It is not that difficult to do for your situation.
