Can anyone make this kind of alloy manhole cover?

I would guess that it is either steel alloy or aluminum alloy.
 
Looks like galvanized steel. The manufacturer would be a vendor for the Utility or other entity resposible for its installation and upkeep.
 
Treadplate, commonly available in carbon steel and aluminum. Don't know about SS. Contact your favorite service center.

I can confirm that treadplate is available in stainless steel alloys.
 
Checkerplate is generally ASTM A36 (and as Tug notes, it is available in various grades of SS), in this case HDG. Alex has an excellent spreadsheet for the design of these items.
