Welding for Vacuum

I am not a ME. I have a 316L SS tube with a 316L SS plate which needs to be welded. The assembly needs to hold vacuum, will see 2.5 atmospheres and needs to be hydrogen leak tight. What type of weld should I use?

Please check the tube thickness vs. plate thickness.
Too large a difference (or thicknesses ratio) requires special preparation for the weld to be successful.
