Welding A533-A Class 2 Steel

I'm looking for a starting point for developing weld procedures for welding 2 1/8" thick SA533-A Class 2 steel. This is classified as a P# material group by ASME Sec. IX but I've find limited information from ASME Sec. II-C in determining the correct wire/gas/flux for welding this material. SFA 5.23 seems to recommend that a wire-flux to meet AWS F90A0-EF1-F1H2. There is no recommendation for SMAW, FCAW, or GMAW filler/gas for this alloy. Does anyone have any recommendations?
