The problem with welding 4130 to stainless steel, is that 4130 likes to be post weld heat treated (sometimes it is not done for very thin pieces) especially if you want good impact properties. However, the 304L doesn't like to be heat treated (at least not at the same temperature). It can form carbides and intermetallic compounds depending on its composition and the temperatures involved. The easiest way to address the problem is to overlay the 4130 with a materail that can be post weld heat treated, then weld the overlay to the 304L rod without post weld heat treatment. The most common filler metal for this type of application is NiCr-3 (Inco 82) for wire, or NiCrFe-2 (Inco A) for SMAW. This filler metal has good toughness also.
