Welder qualifications 1

Have a welder that tested to a procedure that calls for Greater than X42 and less that X65 on the material group. The welder was tested on x42 pipe. Is this acceptable under 1104?
 
Per API-1104 (20th ed)
5.4.2.2 Base metal -- A change in base material constitues an essential variable.

a. Specified minimum yield strength less than or equal to 42,000 psi.
b. Specified minimum yield strength greater than 42,000 psi but less than 65,000 psi.

From this statement the two material are not equal and therefore require a separate welder qualification .

You are confusing welding procedure essential variables with welder qualification essential variables.
A change in base material is not an essential variable for welder qualification - see 6.2.2 & 6.3.2
