Weld strength of Nelson Deformed Bar Anchores D2L

In seismic structural connection design ductile elements are designed to the demand load but the brittle elements need to be connected with 1.5Sy. A Nelson DBA with proper embedment is considered a ductile element but welds are not so the weld needs to have 1.5 times the capacity of the bar. I find in there literature that the weld is stronger than the bar but does not quantify it.
Does a typical stud weld meet the requirements for 1.5Sy?
