Weld leg/bead tolerance 2

I have drawing, on parts I need to get manufactured/welded. My vendor is telling me he cannot make this weld.

The two aluminum members being welded together are 1.) .125 thk. channel 2.) .38 square rod.

The weld is a fillet weld with a .12 ( to the left of the fillet weld symbol called out in decimal, noting a +/- .03 in tolerance) bead.

Can the +/- .03 inch tolerance be held routinely and consistently with standard weld process?

Is this tolerance unreasonable?

Will holding this tolerance be costly?

Is there a stancdard practice for tolerancing weld bead sizes?

I appreciate any help on this anyone can offer.

I did not see anything in your post that would raise a concern UNLESS the vendor can't make the weld because of weldability with the aluminium alloy composition you selected or the vendor does not have welding capability.

What is the reason why the vendor cannot make a fillet weld?
 
He says the tolernce is too tight on the weld.
 
OK, specify only a minimum fillet weld size.

Min.is easy if you go over. If you weld by hand this tolerence is to tight.
 
Yes, this part is welded by hand.
