sharp v-notch:
Q = 2.5 tan(interior angle/2) H^2.5

sharp rectangular:
Q = .67 L H^1.5

broad crested rectangular:
Q = 3.3 L H^1.5

ogee rectangular:
Q = 4 L H^1.5

Determine max Q, design weir large enough to contain flow.

Endress & Hauser have a 50th Annniversary book called "Flow Handbook" that will meet your needs. Check out their website and the Applicator software for selection of flow metering.
