I am looking to hire a consulting engineer to determine the tonnage of steel in some decommissioned jack-up and semi-submersible drilling rigs. Would anyone have some recommendations? Thanks.

Sure, but we can't say because that would be kind of too much like advertising which is prohibited by site policy. It can be a fine, but a very red line to cross. But you can easily Google "Naval Architects" yourself and you will turn up a few listings.
