WE to FE modification by supplier API 6D

Can a supplier change the end connection on a valve? without consent from OEM?

I have a 8" Grove valve whose MTR's say it is WE X RF from OEM, where as the actual valve is WE X WE , the supplier says flanged end was cut off and machined to make it a WE, so my question is does this affect the integrity of the valve?
do we have a procedure that specifies how this should be done?

Ask the Supplier what are the compliant Codes for the flange valve and weld valve. And, the valve should be made or modified by the authorized and/or qualified fabricator.
 
ASME B16.34 permits the removal of the flange end to form a weld end with the consent of the purchaser. There are practical issues with this, more so with castings than forgings, relating to subsurface defects and the release internal stresses when the flange is removed. Personally I would verify that there are no significant defects once the end has been removed prior to welding into line using MPI/DPI and UT, ideally I would get the supplier to do this as part of the supply requirements.
 
Sorry, should have read the question more slowly! However provided that the welding is performed in accordance with ASME IX &c &c &c then the reality is that there is no difference between a flange welded on to pipe or a valve.

Flange was cut out to change the end connection to Welded end. A drawing showing the dimensions was provided which meets the dimensional requirements and the valve was tested as per API 6D requirements post modification. Liquid penetrant test was done on the machined surface post modification.
