I have a wall sign 24' x 3.8' to be mounted on the second floor of an existing building,
250 lb weight, how can I calculate wind?
 
Chapter 29 of ASCE 7. You’ll need to define some “thickness” to the sign.

To be clear, 29.3.2 points you to Chapter 30. Make sure that the sign fits into the stated definition.
