I am wondering what size bolts and at what pattern are needed. Because of height restrictions I can't use top hung joist hangers so that is why I need to pack out the web.

I am glad that you stepped up on this thread. I was going to suggest that the original poster check the Column Stability Factor. A column with 29 kips load and an unsuported length of 19.5' is not something to be fussing around with with a 4x6 or 4x8 column.
Good suggestion about getting a real structural engineer involved.
