Volume per circuit in plate heat exchangers

Hello Everyone.
Can someone help me with the above subject interpretation in ASME section V111 div1
It is my understanding that volume consideration are based on Volume /circuit for plate heat exchangers.
I dont see where it says or reference to this interpretation. Thanks.
