Voltage for holiday test

For natural rubber lining or Poly Isoprene thickness of 3 mm, what is the recommended test voltage for holiday test? In my understanding the guide in NACE RP0274 is for pipe wrapping only. Testing with 14 kV might be too high voltage for this application. Is there another standard for specific application.
 
The 'norm' for Holiday testing of the coatings you name is 4 Volts per micron, or in your case 4 volts X 3,000 microns
or put simply, 12Kv, not 14Kv as you state. it matters little if these coatings are vessel internals, or applied to the external of piping or equipment, it is the
Di-electric integrity of the coating that you are testing.

Do the type of coating effect the test voltage? I found Australian Standard AS3894.1 which indicates coating film factor. However, if I use the factor the test voltage will be lower compare to NACE RP0274.
