Vertical Vessel Legs Design!!! 1

Hello Folks,
I am trying to design legs and a foundation for a vertical vessel which has a 12'-6" height (just the vessel), and the bottom of the vessel is 3' above the grade. does anybody know if there exist any specific code (according to seismic, wind,...) regarding the minimum number of the legs required for a vessel. I couldn't find anything in ASCE 7-02. This is loacated in Long Beach, California.

Our client doesn't like a skirt design, this is why I came up with legs.
 
Behold the milkstool. It has but 3 legs yet the milk seldom spills nor does it wander or tip without great effort. It doesn't even know there are Codes, or clients or cows.
 
Two if designed for moment at base/top, (or one if designed for biaxial moment and eccentricity at base/top).
