Velocity Coefficient

I am looking for a ref. on culvert analysis with approach velocity. Specifically the cofficient for velocity to reduce the velocity head from the ponded headwater of the culvert. Hope you can help me, my co-worker and I have been looking through many sources and havent had any luck yet.

Can you tweak the contraction coefficient? If it is a pond with negligible velocity into the culvert you could set the contraction coefficient high, like 0.9 or 1.0 (worst case).

FHWA has software to analyze culverts, if needed.
