UPRR Railroad design standards

Good luck. These are not published for public consumption as far as I can tell. Try contacting their engineering department with specific questions. I've seen some standards floating about design offices but they always seem to be second hand copies or applicable sections only.
Or contact a design firm that does a lot of UPRR work.
If all else fails go with the published AREMA standards.
