unit roundoff in accudraw and working units 1

I don't seem to be able to work this, I've read the Help and followed it, but the number of decimal places doesn't seem to change!? Is there an overide working that I'm not aware of? (I'm in Microstation V8 btw)

Also when I open a new file especially for a sheet models I can't seem to control the working units - I change them in the workspace but when I want to put in the title block the A1 page is tiny! Then when I finally entered the sheet size as a Custom size it then won't scale the Saved View properly, so instead of entering it as 1:20 I have to enter it as 50:1 otherwise it is so small you can't see it on the page!

If anyone could help me with this I'd really appreciate it! cause it totally screws with my dimensioning and overall project fluidity!!!

Without seeing your files
1:20 and 50:1 gives me a clue
50:1 = 1:1/50th or 1:0.02 wich is 1000 times smaller
so it implies to me that some where your using meters as working units and somewhere else your using mm working units
Try this
create a title block sheet 1000x real life using meters as your working units so if your sheet was 800 x320 mm its now 800mx 320m
now this file is called title.dgn
now go to you workingfile make sure it too is in meters working units... attach ref title.dgn but use top insted of world coincedent so where you place the cursor is where the ref file will be placed.. make sure you ref it in at 1:1
so that it will print at 1;1000 real to paper
now you should see the sheet coverage as it really should be..
compare this to what you have been doing?
