Iran's Aircraft Accident Investigation Board (AAIB) has released its final report.

Iran blames ‘human error’ in downing of Flight 752; Canada wants more answers

Not much can be learned from an investigation done by Iran. The essential parts of the investigation were bungled from the start, much was covered up along the way. The Iranian military will not reveal how incompetent they are.

This is probably the only useful lesson to be gained for this awful event (From TSB Chair, Kathy Fox, 18 March):

In spite of being in a state of heightened military alert, Iran did not ... warn aircraft operators of these hazards...
...
In a follow-up report to its investigation into the 2014 downing of Malaysia Airlines flight 17 over Ukraine, the Dutch Safety Board warned (and I quote): “Practice shows that States in which there is an ongoing armed conflict will not implement restrictions for their airspace on their own initiative.”

Haven't read through it yet but read through the Canadian synopsis. I would find it hard to believe that a missile could be fired without clearance from a high-ranking authority.
