What does additional reinforcement mean?

Please, write a litlle bit more, because unless you have the Code in front of your eyes, is very difficult (for me for sure) to catch the whole sentence and get the concept.

The additional reinforcement would be the reinforcement pad which is attached to stiff the opening adjacent area.

In my opinion the meaning of that sentence is that you need to provide more reinforcement with respect to what you determine using UG-37.
Now of course you would like to know how much more... I guess a detailed analysis (FEM) would be required. prex
