Turn up when hot rolling tool steel plate

Our rolling mill (roughing mill, really) has a persistent problem with turn up on tool steel plate. Does anyone have any experience or suggestions with correcting this? Until recently I've been an aluminum metallurgist, and this is my first rolling problem with steel plate.
We don't have direct sprays to spray at the nip; water is sprayed on the backup and that just cascades down.

What do you do for shape control? Can you flex rolls?
Is this a result of nonuniform work, nonuniform gage, or nonuniform cooling?
You need to try to identify a cause.
I have seen high alloy Ni plate turn into 'potato chips' when rolled due to temp differentials.
