Tube to tubesheet expanded joints

When it is required to perform mock up of expanded tube to tube sheet joints ?

For new installation or re-tubing. The mock-up demonstrates the rolling procedure provides adequate pull out strength.

When you’re applying the eurocode for pressure vessels, EN 13445, you also need to have an (third party) EPS, or Expanding Procesure Specification, when your pressure equipment falls under the PED and needs to fulfill the applicable Essential Safety Requirements.

Is it mandatory as per ASME section VIII Div 1?

Only for welded tube-to-tubesheet joints.
