Transformer Spill Containment

Had a question from a client and I'm not sure where to look.

We have are installing an Oil Filled Trasformer is spill containment required in Alberta? What Directive (ERCB) would this be covered in?

If someone can point me in the right direction it would be appreciated.

Sorry, cant point you to Alberta or even the US but in our country we bund to 130% of oil volume with an outlet oil trap that lets rain water out. There are many types from fibre plugs that seal flow out when it is oil but allow water to pass to manhole types that respond to floating oil and shut off the inlet, to in line centrifigal filters.
