TRANSFORMER POWER SUPPLY OUTPUT FREQUENCY HIGH AND ERRATIC

FOR A sTATIC IONISERR WITH ac ionisation, the TRANSFORMER WITH HIGH VOLTAGE LOW AMP. WAS MADE. bUT THE Supplier transformer fluctuates and shows up frequencies of 00 to 400 hz. Not sure what might be the issue. The voltages and ampere levels are decent. But, the sinusoidal freuency is not good. We filtered the input 20 v, 50 hz freq. and then the input was the primary supply to transformer. pl. help what could be the root cause.
 
AS OF NOW, HE IS CLUELESS. HENCE our request to experts like all of you. Thanks.
 
we do not have a schematic yet. but the transformer gets its primary through an LED INDICATOR AND PRIOR TO WHICH THE FUSE IS KEPT.
We have a filter for removing the noise first.
