Can anyone refer me to a basic Total Ownership Cost (TOC) evaluation method for transformer purchasing for utilities? I am reviewing our method and it does not seem appropriate.

If you want an authoritative document see ANSI C57.120-1991(R2000)-IEEE Loss Evaluation Guide for Power Transformers and Reactors.But RUS guide of 1997 is the best and simple to understand.
