Tower/Appurtenance Sub/supercritical flow

I'm trying to get a better understanding of TIA/EIA 222-G. For wind forces on appurtenances you can use a Ka of less than 1.0 if your in subcritical flow. I was trying to figure out how you determines subcrtical, transitional, and supercritical flow. On table 2-8 it shows if C<32 your subcritical, however, it seems this only occurs in very few cases. Is this the correct way to determine what type of flow by calculating your see value in accordance with Table 2-8?
