Fatigue stress category for weld shear flow

Suppose you have a built up I beam, with fillet welds connecting the flanges to the web. This matches AISC Description 3.1 for stress category B (16ksi), or I suppose 3.4 if the welds are intermittent for category E (4.5ksi)

But if the welds are transferring the shear between the flanges and the webs, and are sized using the shear flow method, wouldn't this be considered description 8.2 for stress category F (8ksi), (regardless of continuous or intermittent)? It makes quite a large difference to the allowable if using a continuous fillet weld. Usually I have been using category F for this stress, but am wondering if this is overly conservative.

If you investigate fatigue on base metal, use detail category E; if your interest is on the weld itself, use detail category F.
