Towe with Circular Base

I want to design a shallow foundation for tower with circular base most probably it is a matt kind of foundation but I am confused whether to design as a concentrated load on the footing or a Continuous footing cause the loading will be acted in a circular pattern on the raft. The Dia = 20m
