Does a Total Tun Out Call out on the part also controls the concentricity?

Section 6.7.1.2.1 - Circular run-out may be used to control the cumulative variations of circularity and coaxiality.

Section 6.7.1.2.2 - total run-out is used to control cumulative variations of circularity, straightness, coaxiality, angularity, taper and profile of a surface.

Yes - total runout and also circular runout control concentricity.

Circular runout controls roundness and concentricity while total runout includes circular runout but also controls the shape of the feature.

Positional tolerances can also be used to control concentricity.
