I'm working about torsional vibration , I use a pic-upin front of flywheel :
what is the relation between : angolar resolution , number of teeth , sample rate ...

It depends on your equipment and post-processing. We use inductive probes that give an approximate sine wave for a constant wheel speed. Demodulating that signal (using hilbert transforms and filters in Matlab) can allow a resolution comparable to the sample rate - much higher than the tooth-passing frequency.
