Torsional moment in design- maximum or minimum?

I need to know if torsion is the design criteria then which value of torsion is to take?maximum or minimum?please tell me and help.It will be better if any one can give me expanation.

Can you be more clear? A LOT more clear?
 
Are you saying positive or negative torsion? As in positive or negative moment?

If that is the case, for a symmetric shape it does not matter
 
To clarify, for a symmetric shape you want to use the highest absolute value of torsion.
 
for any shape you want to use the torsion that causes the highest stresses. maybe you can be smart and deduce that one extreme value covers the other; maybe you'd be right.

what about the other loads on the section ? ... shear ? bending ? axial ? ... it's rare for torsion to exist by itself.
