Torsion spring winding tools?

I’m on a quest to safely wind a torsion spring. My search has turned up something called the EZ-Set torsion spring system; however, I would like other possible ideas. I believe the EZ-Set torsion spring system will not work with the spring I’m looking to torque. The spring that needs torque has a 3.75-in ID and will need a max torque of 963 in-lbf.

My first thoughts were to a ratchet system or a worm gear system similar to the EZ-Set system. However, I cannot think of a mechanical device that will be easily attached to a 3.75-in drum or something that does not take up more than 5-in round. If you have seen or heard of anything please let me know.

Why not use a spring manufacturer? They have all the facilities to coil the springs.
 
He's not coiling it. He's preloading it.
