Top-down design reference for Pro/E?

Does anyone out there know of a good reference for top-down design with Pro/Engineer? I'm currently working at a company that has no concept of top-down design and I would really like to get everyone up to speed.

Instead of starting with a scale concept from industrial design and then designing the product, we try to design the product as we go with no clear vision of the end result. This results in a horrible cycle of design->fix->redesign and a master models structure that is absolutely atrocious.

If anyone can recommend some resources I would really appreciate it.
