The original Pro/Engineer blue background RGB color values:
R = 0
G = 32
B = 70
To make sure other highlight colors, etc. work with this dark background:
Set the Creo Parametric system colors to the Dark theme.
Change the background color RGB values the the values above.
Export the syscol.scl to your working folder.
The theme will be listed as "Custom" in the system color drop-down menu.
