Tolerancing grayed out on drawing when adding & modifying hole dimensions

I have a part with a hole wizard hole. On it's respective drawing, I'm trying to add a tolerance to the hole. I click on the "Hole Callout" dimension and under the Tolerance/Precision selections, None, and .125(document) dropdowns. Both are are grayed out, and not drop down-able.
I've also tried adding standard "Smart Dimensions", but they have the same issue on the hole wizard holes. I can however add tolerance to a linear dimension.

Has anyone any advice to fix this issue?

Ensure your "Hole callout format file" is where the path is also set in your system options. Make sure large assembly mode is turned off

Otherwise, it might be a setting controlled by your admin if you have one.
