Can any one tell which is having a greatre valve "feature of size tolerance OR G D & T valve"

There is no one rule carved in stone. It could be either way depending on design requirements.
 
You deserve a star just for understanding the question. Or maybe I didn't wake-up yet :-)
 
:-) It was worth to attend Latin lessons years ago.

If you look at Latin sentences that can be found on buildings or monuments, you will see that there is V instead of U very often.
Using the very same logic I quickly realized kgpatil is asking for values not for valves. I just did not realize that Latin is still in use :-)

But seriously. Kgpatil, do you have any particular application that you want to talk about or your question was rather of general nature?
 
Well, all total runout tolerance values you marked are smaller than size tolerances of corresponding features of size, so your observation does not really apply here.

In this particular situation it means that apart from controlling location of features to datum axis BL, total runout callouts control form (cylindricity) of the features. However if design intent was different, total runout tolerance values could be greater than size tolerances for FOS. In that case runout callouts would only control location of features to the datum axis - form would be controlled by FOS diameter tolerance.
