Well, all total runout tolerance values you marked are smaller than size tolerances of corresponding features of size, so your observation does not really apply here.
In this particular situation it means that apart from controlling location of features to datum axis BL, total runout callouts control form (cylindricity) of the features. However if design intent was different, total runout tolerance values could be greater than size tolerances for FOS. In that case runout callouts would only control location of features to the datum axis - form would be controlled by FOS diameter tolerance.
