Tieback anchor capacity

How you determine the tieback ground anchor capacity or skin friction for single or multiple level anchors? I am consultant submit equation but no reference was provided and FHWA does not provide equation to determine the pull out capacity of anchor.
 
Pretty sure FHWA does provide this equation some where.

Its also very easy to find via google may papers, even example calc include a method to calc it.

Its a skin friction calculation, similar to a pile with some additional factors.
