Throttle Valve in rankine cycle keeping enthalpy same

I have read that the throttle valve(Governor valve) in the Rankine cycle is used to reduce the pressure but keeps the enthalpy equal for the inlet and outlet.

H=U+Pv

pressure is decreased so I get it ,It would increase the kinetic energy but what about the Potential energy would it also be increased in this process.
