Thermal Oil Heater Flange torquing

I need to replace leaky gaskets on 300# 10inch pipe flanges.
I know I need to use Grade B7 studs(A-193), and I have gaskets rated for my application. (Heat-transfer oil, MAWP150psi @650F)
I'd like to live load the flanges with Bellville washers, what yeild stregth should I use to get my torque vavle? (50 or 70?)
Is a Bellville washer a acceptable choice to live load these flanges? Leaks have been a problem.
