What is the typical allowable tensile strength for a concrete dam's concrete/rock foundation interface, and concrete/concrete interface?

Thanks. Is this for both concrete/concrete and concrete/rock foundation interfaces? I appreciate your help. The Bureau of Reclamation criteria for concrete dams states that the tensile strength of the concrete is 5-6% of the compressive strength. However, I think this refers to the stress within the concrete itself, not at the joints/cracks. I think I am interpreting this criteria correctly, do you agree?
