I am working on some anchor bolts which have significant tension so I need a rather large concrete pier. But I can't this large pier because of elevator shaft right next to the top of pier. I have a significant size footing and if I can somehow transfer the tension from baseplate to the footing (5' below top of pier, I want to keep anchor rods no more than 20" embed) I'll have enough concrete around the anchor rods. Is there a practical way to transfer the tension from anchor rods to the footing?

There have been some discussions on here before about developing the force from the anchors into vertical rebar that would be in the pier. If you use only 20" anchor embedment, then I would have 90 degree hooks at the top of the rebar to develop them above the cracked plane that will develop at the base of the anchor rods. Then have the rebar hooked into the base at the footing (of course).

attached is a document on the design of anchor reinforcement for anchor rods. It allows you to no have to check concrete cone failure by utilizing the rebar for the tension.

Why would you limit yourself to 20" embedment? The best practice will be to lap the anchor rods with the pier or footing rebar using contact or non-contact lap splices or mechanical couplers. Provide adequate confinement reinforcement, and use Ldh and headed bars as needed. The cost of longer anchors is academic in a small quantity, so don't get caught up in trivial material savings that increase construction costs.
