temperature basis of heating value

The GTN tariff specifies a minimum gross heating value of 995 Btu/scf.

What is the temperature basis of this value? Is it the common US STP of 60°F?

Yes, whenever the term scf is used, it usually implies gas volume as measured at 1atm, 60degF.
