Temper bead welding in NACE MR0175

Is temper bead welding allowed per this spec. to be performed instead of PWHT? I know it is allowed per NACE MR0103, but I cannot find it in this spec.?
 
NACE MR0175 only deals with materials and hardness requirements for SSC and SCC resistance for petrochemical environments. If temper bead welding can result in permitted hardness values this should be acceptable.
 
What is the component and material to be welded with temper bead technique ? Note meeting the hardness values to MR-0175(in weld,HAZ) are not easy.Hence a lot of variable are to be considered.
