Teledyne 321CJ datasheet? 1

I am looking for a datasheet for a Teledyne 321CJ 16 pin DIP. I have searched using Google, but can't find a datasheet. I did find a reference to the chip being a quad 2-input NAND gate, but based on the voltage measurements I have taken, it behaves more like AND gates. I do not have a schematic. I am troubleshooting a Beta Products 304330 board using visual inspection and voltage readings only.... It sure would help to know what this chip is supposed to be doing... Any help is appreciated.
