Tank shell to neck joint welding permitted to Flush after PWHT?

In API 650 yes - see Figure 5.7.b. But, what does PWHT have to do with it?

to IFRs: I guess it relates to requirements of weld spacing, refer to Figure 5.6

Why the flushing was not carried out before PWHT? That is not a good fabrication practice, irrespective of what API permits.
