Besides SAIDI, SAIFI, CAIDI & CAIFI, are there any unique standards to measure system performance for a utility company? I was looking at investigating the CEMI (Customers Experiencing Multiple Interruptions) that came out in the IEEE Standard 1366, but does anyone have a suggestion for ways to measure system performance?
 
At a utility where I used to work, they used SAIFI*SAIDI as a comparitive benchmark when evaluating various projects being done to improve 'reliability'. This allowed a single index value to capture both frequency and duration for a portion of their system.

The overall reliability criterion went something like:
'SAIDI must be less than X, SAIFI must be less than Y, and SAIDI*SAIFI must be less than Z'
where Z < X*Y, so that no part of their system was exposing customers to outage durations just under a threshold AND outage frequncies just under that threshold.
